About

Steve Hitchcock serves as Special Counsel to Marashlian & Donahue, PLLC and its clients. He has spent his legal career serving the contractual, regulatory and litigation needs of communications clients. Mr. Hitchcock is an associating attorney with the firm.*

Immediately prior to joining Marashlian & Donahue, PLLC, Mr. Hitchcock was a partner in a boutique communications law firm. In that role, for 10 years he exclusively served an international broadcaster and its affiliated companies in the worldwide distribution of two television channels.

Specifically:

  • Lead attorney responsible for all U.S. 24/7 public television subchannel and block distribution agreements (client’s most important market) and all related FCC regulatory issues.
  • Lead attorney responsible for Latin America distribution agreements.
  • Draft and negotiate distribution agreements for most regions across the globe.
  • Led law firm team in monitoring approximately 700 agreements worldwide; regular interaction with clients regarding all agreements.

Mr. Hitchcock has also represented clients regarding a variety of telecommunications regulatory matters before the FCC and state public regulatory commissions throughout U.S.; assisted with communications regulatory analysis for wireless and cable transactions; and served as second chair in litigation and arbitration matters between long distance resellers and first tier carriers (AT&T, MCI).

Representative Experience

  • Negotiate and draft agreements to facilitate live/linear and recorded distribution of television content by public television stations, cable networks, DTH networks and IPTV networks, as well as via streaming (OTT). 

  • Counsel clients on federal regulatory requirements and compliance obligations, as well as corresponding statutory law and court decisions. 

  • Prepare federal regulatory filings. 

  • Track major federal regulatory proceedings. 

  • Negotiate and draft content license agreements, viewer data tracking agreements, music licensing agreements, hotel carriage agreements, joint production agreements, educational institution carriage agreements, in-flight distribution agreements, consultant agreements, agent agreements, sponsorship agreements, purchase agreements, promotion agreements, indemnification agreements, confidentiality agreements, equipment supply agreements, single event agreements, program submission forms. 

Education

Mr. Hitchcock earned his undergraduate degree from the University of Rochester and a Juris Doctor from the University of Virginia School of Law.
