James Booth

James Booth is an affiliating attorney with The CommLaw Group, PLLC, with deep experience helping clients navigate the legal, commercial, and operational challenges of deploying and expanding communications infrastructure. His practice spans fiber optic network development, rights-of-way acquisition, construction contracting, carrier agreements, dark fiber IRUs, utility coordination, and related commercial transactions. Having served as General Counsel of multiple telecommunications carriers, Mr. Booth brings a practical, hands-on understanding of the issues that can delay projects, increase costs, or create execution risk.

Mr. Booth’s career includes serving as lead counsel at Qwest Communications International, where he supported the development of an 18,500-mile nationwide fiber-optic network, advising on construction, rights-of-way, franchising, permitting, regulatory approvals, and carrier agreements across a high-volume program involving approximately 500 agreements annually. He also served as General Counsel of OnFiber Communications, a venture-backed company deploying fiber and Ethernet networks across 17 major U.S. markets, and of Spread Networks, a leading carrier known for its low-latency fiber network connecting the New York and Chicago financial markets. Earlier in his career, Mr. Booth served as sole in-house real estate counsel for U S WEST, a Fortune 50 telecommunications company, supporting infrastructure siting, network expansion, acquisitions, and leasing.

Today, Mr. Booth works closely with legal, engineering, operations, commercial, and executive teams to help move complex infrastructure projects from concept to completion — bringing the kind of practical, field-tested perspective that only comes from having built and managed large-scale networks from the inside.
