Federal USF contributions are assessed only on retail, end-user telecom revenue — but wholesale carriers can only exclude revenue billed to another carrier if that downstream carrier is a verified, direct FUSF contributor. Get that verification wrong, and unassessed wholesale revenue can be reclassified as fully assessable retail revenue, with liability reaching back across your entire recordkeeping period.
