One of our firm’s WISP practice leaders, Andrew (“Drew”) Clark, brings to the WISP community a wealth of knowledge about broadband law and policy, having closely tracked the trends in and mechanics of digital infrastructure for 20 years. As the Executive Director of Broadband Illinois, he worked with WISPs to navigate coverage, identify markets and tap into federal broadband programs. As an attorney in private practice, he has helped internet providers broker physical leases and fiber IRUs for their infrastructure. Equally significant is his work with internet companies enabling them to operate in the public right of way – and navigating municipal ordinances surrounding wireless facilities.
Drew has been one of the country’s leading voices advocating for improved broadband mapping efforts and a rational geospatial system for collecting broadband data. At Broadband Illinois, he implemented a widely respected GIS system for collecting data from Internet Service Providers. It prompted Nathan Stooke, CEO of Wisper ISP, to comment that “Broadband Illinois mapping is the first area we look at when deploying new towers.”
